Episcopal Relief & Development and its research partner, the African Population and Health Research Center (APHRC) seek an evaluation consultant based in Lusaka, Zambia as part of an implementation research study led by APHRC. The research and outcome evaluation will be conducted with a community-based, integrated Early Childhood Development program in rural Zambia and western Kenya. The program’s overall goal is to strengthen parenting care and stimulation in the home with children 0-3 years as well as families’ capacities to meet children’s basic needs so that children reach their full developmental potential. Episcopal Relief & Development is a U.S. based nongovernmental organization with Anglican partner organizations implementing in each country.

The evaluation consultant in Zambia will support the APHRC with the large-scale data collection for a June-July 2018 baseline, 2019 midterm, and 2020 endline study. The support includes the ethical clearance process, contracting and training field interviewers, data collection and management, contributions to reporting and dissemination. See Terms of Reference attached. The contract duration is 2018-2021, 30 days each for three years, and 10 days for the fourth year. The consultant will be supervised by the APHRC study manager.

Qualifications include: Advanced degree (at Masters or PhD level) in social science, public health preferred; Previous international experience in implementation research and outcome evaluation; Advanced knowledge of qualitative and quantitative research methods and data analysis techniques; at least three years’ experience, and strong management and collaboration skills.
