The Civil Service Commission invites applications from suitably qualified serving officers to fill vacant positions in the Ministry of National Guidance and Religious Affairs.
 (1)               JOB TITLE               :            DIRECTOR – NATIONAL GUIDANCE (1 VACANCY) 
SALARY SCALE    :            M           
            DEPARTMENT       :            NATIONAL GUIDANCE 
JOB PURPOSE 
To co-ordinate the propagation, dissemination, interpretation and implementation of national values, ethics and principles in order to achieve and sustain national development.
DUTIES AND RESPONSIBILITIES 
The successful candidate will be reporting to the Permanent Secretary and shall be responsible for:- 
(a)        Co-ordinating effectively, the promotion of national unity, good morals, social justice and good within a Christian framework in order to sustain ethical national development; 
(b)        Co-ordinating periodically, the planning and implementation of information, education and communication programmes on the rights and obligations of citizen in order to facilitate their effective participation in national governance; 
(c)        Co-ordinating periodically, the planning and implementation of research activities on matters relating to national guidance in order to promote adoption of international best practice.
QUALIFICATIONS 
            (i)         Applicants must be aged thirty (30) years and above; 
            (ii)        Must have:- 
·         A Full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ Level Credits including English Language and Mathematics; 
·         A Masters of Arts in Social Sciences or any related discipline; 
(iii)             Four (4) years relevant work experience at senior management level;                          
(2)               JOB TITLE               :            DIRECTOR – CHRISTIAN AFFAIRS AND RELIGION (1 VACANCY) 
SALARY SCALE    :            M 
            DEPARTMENT       :           CHRISTIAN AFFAIRS AND RELIGION
JOB PURPOSE 
To co-ordinate the mainstreaming of religious affairs into the government’s agenda and relations between the state and religious bodies in order to facilitate realization of national religious aspirations.
DUTIES AND RESPONSIBILITIES 
The successful candidate will be reporting to the Permanent Secretary and shall be responsible for:- 
(a)        Co-ordinating effectively, the development and review of the religious policy as well as mainstreaming of religious issues into national policies in order to facilitate growth of Christianity and ethical governance; 
(b)        Co-ordinating effectively, dialogue between members of different Christian denominations and faiths in order to facilitate collaboration on matters of mutual interest and promote national unity; and 
(c)        Co-ordinating periodically, the planning and implementing of national events in order to promote and affirm national commitment to religious values; 
(d)        Co-ordinating periodically, the identification and preservation of religious sites and artefacts in order to preserve the country’s religious heritage; and 
(e)        Co-ordinating effectively, the hosting of Church/State dialogue in order to facilitate Church participation in policy analysis and formulations. 
            QUALIFICATIONS 
            (i)         Applicants must be aged thirty (30) years and above; 
            (ii)        Must have:- 
·         A Full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ Level Credits including English Language and Mathematics; 
·         A Bachelor of Philosophy or any related discipline; 
(iii)             Five (5) years relevant work experience, of which two (2) years should be at management level; 
(3)               JOB TITLE               :           ASSISTANT DIRECTOR – RELIGIOUS AFFAIRS (2 VACANCIES)

            DEPARTMENT       :           CHRISTIAN AFFAIRS AND RELIGION
JOB PURPOSE

(4)               JOB TITLE               :           CHIEF PLANNING AND RESEARCH OFFICER
 (1 VACANCY)

JOB PURPOSE 
To supervise and co-ordinate the development of projects and programme activities in order to facilitate the implementation of plans and policies.. 
DUTIES AND RESPONSIBILITIES 
The successful candidate will be responsible for:- 
(a)        Co-ordinating effectively, the planning of projects and programme activities to facilitate successful implementation of the Ministry’s policies; 
(b)        Liaising effectively with institutions involved in projects and programmes to ensure coordinated effort; 
(c)        Ensure timely preparation of appropriate project proposals in order to mobilize resources and support; 
(d)        Co-ordinating effectively, the periodic monitoring of projects and programmes in order to assess their impact and facilitate appropriate interventions; 
(e)        Co-ordinating effectively, all research activities in order to generate information for decision making; 
(f)        Co-ordinating effectively, the preparation of all departmental budgets in order to consolidate the ministerial submissions; and 
(e)        Managing effectively, the human and other resources of the section in order to facilitate the attainment of the Department’s objectives. 
            QUALIFICATIONS 
            (i)         Applicants must be aged thirty (30) years and above; 
            (ii)        Must have:- 
·         A Full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ Level credits including English Language and Mathematics; 
·         Bachelor’s Degree in  Development Studies, Economics or other relevant field; 
(iii)             Six (6) years relevant work experience 
(5)               JOB TITLE               :           HEAD PROCUREMENT (1 VACANCY) 
SALARY SCALE    :           L 
            DEPARTMENT       :           HUMAN RESOURCE AND ADMINISTRATION
JOB PURPOSE
To ensure timely procurement of goods and services in order to facilitate the smooth operations of the Ministry.
DUTIES AND RESPONSIBILITIES 
The successful candidate will be responsible for:- 
(a)        Supervising and undertaking timely preparation of procurement plans in order to guide the procurement process and facilitate decision making; 
(b)        Providing efficiently, secretarial services to the Procurement Committee in order to facilitate smooth conduct of meetings; 
(c)        Supervising timely and accurately, bidding documents in order to ensure transparency in  tendering procedures and to facilitate compliance with laid down procedures; 
(d)                Supervising effectively, the storage of goods in order to keep them safe and in good condition; 
(e)       Supervising effectively, the supply of goods and services to end users in order to facilitate their effective operations; 
(f)         Supervising timely, the procurement of goods and services in order to meet end user requirements; 
(g)         Undertaking effectively, the maintenance of an up to date supplier register in order to
      facilitate identification of appropriate suppliers; 
(h)         Managing timely, the development of departmental work plans and operationalization of Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance; and 
(i)            Supervising effectively, utilization of human and material resources in order to
       achieve sectional objectives. 
            QUALIFICATIONS 
            (i)         Applicants must be aged thirty (30) years and above; 
            (ii)        Must have:- 
·      A Full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ Level  Credits including English Language and Mathematics; 
·     A Bachelor’s Degree in Procurement and Supplies, Chartered Institute of Purchasing and Supplies (CIPS) Level ‘6’ 
(ii)               A Master’s Degree in a relevant field will be an added advantage; 
(iii)             Should be a member of the Zambia Institute of Purchasing and Supply (ZIPS) 
            (v)        Seven (7) years relevant experience of which (3) three years should be at Senior Management Level.
